Background

We currently have to download updated translations manually.

What to change

Create a script for downloading translations to our own strings (i.e. those not coming from Firefox) from Crowdin.

Manual upload is no big deal, manual download however is. Therefore I'm only working on the download at this point - #2911 will take care of the upload.
