Background
We should update buildtools dependency in Adblock Plus for Firefox before release, mostly because of #3260. There are more changes being imported here but these should have no effect on the Firefox build: #2665, #2763, #2711, #2796, #2897, #2968, #3002, #3017, #3039, #3194, #2972.
What to change
Updating dependency and running ensure_dependencies.py (will update it) should be sufficient.
What to test
The extension should still install and start up.
