Translation synchronization script only updates exisiting files

Description
Background
After running sync script, I have noticed that it's only updates only existing translation files, so whenever we have a new translation for a page that haven't been translated yet to the particular language, that translations are being ignored.
What to change
Let the synchronization script create a new files with translation strings for the locale files that has been downloaded from the crowdin, but missing locally.
