Description
Background
We can specify alternate links in specific locales using the <link> tag with rel=alternate and hreflang.

Add locale links for each available_locale to abp.org and abb.org.

I have to be able to output a page url in a specific locale to do this. e.g. get_page_url
I just realized that I can also do this using linkify.

There is no good reason to do this yet because we don't have duplicate content or support any platform that uses these meta tags. We can re-open this issue or another later if that changes.
