Background
The order of filters is no longer randomized (#7178). This makes it difficult for filter list authors to test their user-defined filters if there's another filter in one of their subscriptions (e.g. EasyList) that also matches the request, since only the first match is applied.
It might be possible to prioritize user-defined filters in the matcher.
What to change
