Create download links for latest version of GPO installs

Background
ABP for IE has Group Policy enabled installers now, in particular:
- adblockplusie-1.3.745-gpo-x86.msi
- adblockplusie-1.3.745-gpo-x64.msi
As with the other build artifacts, we need links for those that always point to the latest version.
What to change
We need 00latest-gpo-x86.msi and 00latest-gpo-x64.msi links that point to the newest respective MSI files. The easiest way is probably to add it to createNightlies.py in sitescripts, where we already generate additional latest links for IE. So the latest builds should be available under https://downloads.adblockplus.org/devbuilds/adblockplusie/00latest-gpo-x86.msi and https://downloads.adblockplus.org/devbuilds/adblockplusie/00latest-gpo-x64.msi.
