windows xp, ABP dev build 1131, chrome 33 (installed and portable)

update to the last dev build 1131
close browser
restart
all the custom filters and the lists (easylist) are lost

Even if I add easylist and my custom filters, the next time close / reopen chrome the settings are again lost

This fix is part of #189. Further measures are necessary for proper initialization but should be discussed on there.
