Per the description, the logic should be:
"if the dashboard is visible, mark the forward-icon in the bottom bar as inactive "
This is true, unless users go back far enough where they end up on the dashboard.
Steps to Replicate:
- Open ABB
- Open a new tab
- Navigate to any site (arstechnica.com)
- Tap the back arrow (<)
Now you are back on the dashboard, and the forward arrow is enabled. This seems like an accceptable exception to the logic rule, but I wanted to call it out.

Thanks @traynard for pointing that out. The behavior is indeed intentional. But it's worth to reflect it in the specifications. I'll get it updated.
