Background
The proxy we have in ABP for Android is Java-only, and based on third party code of questionable quality. Moving it to a cross-platform implementation in libadblockplus will ease the maintenance burden for Android significantly, and allow us to build embedded or standalone adblocking proxies at the same time.

I'm not sure that it should be in libadblockplus because libadblockplus is rather only a wrapper around JavaScript core to provide others with the ability to use it in non-JavaScript applications.
Though it seems it would be great to have some proxy project which we can either run on Android or one can easily setup locally as a proxy at least to try it.
