Background
With #5709 we have couple redirection link introduced, but we also need another redirection link to navigate users to the relevant documentation about Acceptable Ads that are privacy friend as specified in the specification
What to change
Introduce privacy_friendly_ads documentation(redirection) link and link to https://adblockplus.org/en/acceptable-ads#privacy
