Add bundled lists when building the app

Background

As a follow up of #6070, we can further improve our filter list fetching mechanism by adding bundled easylist and exceptionrules files.

What to change

In order to keep the lists up-to-date, we need to download them on each build. Also, to avoid a considerable increase on the .apk size, we should always use the EasyList in the first moment (and not Language+EasyList), no matter the device language. This is pretty much the logic that was applied in #5273 and #5237. Additionally, we should do this by changing the ABP extension at minimum to avoid a huge patch file, in order to reduce the possibility of conflicts in future releases.
