Description

Background

#170 introduced a new ensure_dependencies.py script to buildtools, sitescripts should start using it for development build generation.

There is a number of other changes being imported as well. These make sure that sitescripts generate correct development builds in testing, the server ignores dependencies anyway and always uses the most current version of the buildtools repository:

A dependency update should be sufficient.
