Description
Background
We need to import the fix for #3999 in order to fix #3969. A number of additional changes will be imported by this dependency update: #2374, #3830, #3829, #3761, #3839, #3869, #3880, #3882, #3884, #3882, #3887, #3890, #3908, #3885, #3907, #3895, #3952, #3968, #2377, #3971. These aren't supposed to have any impact on the Firefox build as they mostly affect the new options page.
What to change
Updating dependency should be sufficient.
What to test
CSS property filters functionality has to be retested. Due to numerous changes to the message responder it should also be verified that the first-run page is still working correctly.
